Touch of Chaos (Standard, recharge 5,6) Psychic: +8 vs Will; 2d6+4 psychic damage, and the target moves up to its speed and makes a basic attack against its nearest ally as a free action.

Spawn Wraith: Any humanoid killed by a mad wraith rises as a free-willed mad wraith at the start of its creator’s next turn, appearing in the space where it died (or in the nearest unoccupied space). Raising the slain creature (using the raise dead ritual) does not destroy the spawned wraith.

Bio:

This is an aloof watersoul genasi whom the party encountered en route to the Ghost Hold near Padwick.

Later, at the Ghost Hold, she apparently attempted some sort of experimental elemental summoning ritual. While the ritual did indeed summon a number of gravel elementals, it did not seem to provide a means of controlling them. They turned on the genasi and her eladrin companion and might have killed them both, were it not for the timely intervention of some agents of the Ruby Tower Syndicate.

Unfortunately, the pair returned (or were taken by force) back to the Ghost Hold, where Valandra was eventually done in by a mad wraith. Rising up as a wraith herself, she haunted the basement library of the ruined temple until the Ruby Tower agents discovered her and freed her from her undead torment through blades and burning.
